Is ILM Level 5 equivalent to a degree? An honest answer
What RQF Level 5 actually equates to in academic terms, why 'equivalent to a degree' is only half true, how employers read it, and what it is genuinely worth.
"Equivalent to a degree" is the most repeated claim about Level 5 qualifications and the most misleading. The honest version takes a paragraph rather than a phrase, and knowing the difference will stop you overselling it in an interview.
What RQF Level 5 actually means
Qualifications in England, Wales and Northern Ireland sit on the Regulated Qualifications Framework, which describes the level of demand of the learning — not how long it takes or how much of it there is.
At Level 5 you find:
- The second year of a bachelor's degree
- A foundation degree
- A Higher National Diploma (HND)
- A Diploma of Higher Education (DipHE)
- Level 5 apprenticeships, including the operations or departmental manager standard
- ILM by City & Guilds Level 5 leadership and management qualifications
A full bachelor's degree is Level 6. A master's is Level 7.
So the accurate statement is: ILM Level 5 is degree-level study, at the same level as the second year of a degree. It is not a degree.
The second difference: size
Level tells you how demanding the learning is. Credit and total qualification time tell you how much of it there is, and this is where the gap is much larger than people expect.

A Level 5 Certificate is a serious, focused professional qualification. It is not three years of full-time study, and anyone who claims otherwise will be caught out by the first person who looks it up.
How employers actually read it
Recruiters and HR teams rarely think in RQF levels. What they take from "ILM Level 5" is:
- A recognised name. ILM is the best-known leadership and management brand in the UK, part of the City & Guilds Group, and it appears in thousands of job adverts and person specifications.
- A regulated credential. It is on the RQF and quality assured by an awarding organisation, unlike an unregulated certificate of attendance.
- Evidence of real practice. This is the part that matters most and gets undersold. Because Level 5 (8725) is assessed by a portfolio of evidence — no exams, no written assignments, pass/fail against criteria — holding it means you demonstrably led people, managed change and delivered results in a real workplace. A degree does not tell an employer that.
Where a degree wins: graduate schemes with a formal degree requirement, professions that mandate one, most academic and research routes, and visa or overseas recognition processes that ask specifically for a bachelor's degree.
Where Level 5 wins: internal promotion, evidencing current managerial capability, employers who care what you can do next Monday, and speed.
Can it count towards a degree?
Sometimes, and never automatically. Some universities operate recognition of prior learning and will award credit towards a related degree or a top-up programme; others will not. The variables are the institution, the course, how recent your qualification is, and whether the learning maps onto their modules.
Two rules:
- Ask the university directly, in writing, before you enrol anywhere on the basis of assumed credit.
- Do not choose Level 5 primarily as a degree stepping stone. Choose it because it develops and evidences your management practice; treat any credit as a bonus.

How to describe it honestly
On a CV or in an interview, the strongest phrasing is specific rather than inflated:
"ILM Level 5 Certificate in Leadership and Management (City & Guilds 8725) — a degree-level, portfolio-assessed qualification. My evidence covered leading a service redesign across two teams, including the change plan, the stakeholder work and the post-implementation review."
That says more about your capability than "equivalent to a degree" ever will, and it cannot be picked apart.
